Mayor Neal Roop called the meeting to order at 7:00 p.m.
 
Present: Council members – Kimberlee Schultz, Ed Palsgrove and Kevin Null. Town Manager Frank Schaeffer, Town Attorney, Michelle Ostrander and Town Clerk, Donna Alban. Also present was Brenda Dinne from Carroll County and Jay Zimmerman from Towson University Applied Mathematics Lab.
 
Watershed Implementation Plan: Brenda Dinne from Carroll County presented on Phase II Watershed Implementation Plan (WIP). This is a State requirement. The Water Resource Coodination Council is acting as Local WIP team. Current capacity submitted to State in September of 2011 along with final target loads received. The FY 2013 milestones were submitted in November 2011. Further updates to follow
 
Towson University Applied Mathematics Lab: Jay Zimmerman is looking for a project for the University’s undergraduate students to do with the Town. Town Manager mentioned the expanding of sewer line to Tibbett’s Industrial Park study.
 
Dielman Inn: Town Manager stated that the listing agent, Galen Roop, Long & Foster has done a lot of maintenance on the property and has been showing it. A question was presented to the Town Attorney – Are there restrictions on the building itself? Town Attorney stated that there is a public nuisance ordinance in the Code for animals running at large. It was decided that a letter to be sent from Town Manager indicating the steps that the Town has taken so far in this situation.

Social Media: Councilwoman Schultz has been in touch with MML and is compiling information to be provided at a later date on Facebook, etc.
 
 
Employee Benefits: Councilman Null had asked the Town Clerk to obtain some information regarding retirement benefits for the Town. Information passed out for Mayor and Council review to be discussed at a later date. He would also like to discuss the paid time off schedule.
 
Council comments:
 
Null - What is the status on the New Windsor Heights? Town Manager has been trying to set up a meeting with Erich Boner. The Town still holds $48,000.00 in the line of credit. 
 
Town Manager : White property is still in limbo for a 90 day period. Will keep everyone posted. 
 
Mayor –
 
Mayor provided an update on his two trips to Annapolis for his presentation on the Bay Restoration Fund. He was pleased to share that Maggie MacIntosh wants to set up a meeting with the Town to discuss this further. 
 
With no further business to discuss, a motion was made by Councilman Palsgrove at 8:43 to adjourn, it was 2nd and approved 3-0.
