Town Council Meeting - December 4, 2002
 
Present:  Mayor Sam Pierce, Council Members Ed Palsgrove, Neal Roop, Ronnie Blacksten and Terry Petry, Town Clerk Cindy Welker and Attorney Michelle Ostrander.  There were 25 people in attendance.   
 
Call to Order:  Mayor Pierce called the December 4, 2002 Monthly Town Council Meeting to order at 7:02 p.m.
 
Recording and Agenda Policies:  Mayor Pierce stated that the Town Meeting is recorded by electronic means and that the meeting will follow an Agenda.  Anyone who wished to have a matter placed on the Agenda needs to submit the topic to the Mayor in writing by the last Wednesday of the month by the close of the business day, which is 3:00 p.m.  These items will be reviewed for approval.
 
Previous Meeting Minutes:  A motion to accept the November 6, 2002 Monthly Town Council Meeting minutes was made by Councilman Roop and seconded by Councilman Palsgrove.  Motion passed 4-0.  
 
Mayor’s Report:  Mayor Pierce stated that there would be a Public Hearing on the Ordinance for sidewalk construction before the January 2, 2003 Monthly Town Council Meeting beginning at 7:00 p.m.  This Public Hearing will be advertised in the local newspaper.       
 
The Mayor’s next item was to remind the residents that trash needed to be placed on the curbs by 6:00 a.m. Monday morning. 
 
Mayor Pierce’s last item was to announce that there would be one last yard waste pick up due to the many citizen’s requests that he has received.  This last pick up will be December 14, 2002.

Councilman Roop reminded the other Council members to be thinking about what they needed in the budget for fiscal year 03 and get him their requests.
 
Resident’s Concerns: 
 
Steve Farkas – Wondering about the concern he had brought up several months ago about the Jake Brakes being used by truck drivers when entering New Windsor.  Mayor Pierce stated that the SHA would be doing a study on this and let the Town know what they have decided.
 
Announcements:  Resident Trooper Childress informed the residents that the State Police academy class would be using the old school for training beginning December 9, 2002.  Mayor Pierce told him that this information was put in the last Town newsletter.
 
There would be no December Council Work Session due to the Holiday. 
 
Adjournment:  With no other business before the Council, a motion to adjourn the meeting was made by Councilman Petry and seconded by Councilman Blacksten.  Motion passed 4-0.
 
Meeting was adjourned at 7:08 p.m.
